Title: Chief Program Officer
Reports to: Chief Executive Officer
Salary: DOQ
Organization Budget: $5 – 6M (Expected FY 2012)
The Chief Program Officer is a key leader and member of the agency’s
leadership team. The CPO provides strategic programmatic leadership and
direction to 30+ employees. As the person accountable for program
delivery, the CPO ensures CCR staff deliver consistently high quality
services that meet our outcome requirements. As a dynamic leader, the
CPO engages staff to identify innovative approaches that meet children’s
needs, support provider’s quality improvement and represents CCR in the
early learning community.
The Organization:
The mission of Child Care Resources is to lead efforts to promote equity
for children, community stability, and school readiness by:
• Helping families access and choose high quality child and after school
care.
• Partnering with providers and caregivers to offer excellent care.
• Advocating for child care solutions that strengthen communities.
CCR’s current strategic priorities are to ensure:
1. Children in non-parental child care will be in higher-quality
settings because of the services that CCR provides.
2. The early learning network in King County (and beyond) will better
serve all children.
3. Improved organizational strength and visibility to position CCR to
provide exceptional services and to remain a leader in the early
learning community.
Some Key CCR Outcomes for 2011:
• 6,500 families found child care through CCR.
• 14,000 hours of technical assistance provided to child care providers.
• 58 women graduated from the CCR Careers Program.
• 77 child care subsidies administered.
• 505 homeless families served by the homeless child care program.
CCR seeks a Chief Program Officer who is committed to our mission of
ensuring that every child has a great start in school and in life. The
successful candidate will have a strong background and experience in
fostering the development of innovative programs.
Major Functions:
Communications and Relationship Building
• Promotes the agency as a reputable resource that can comment on
matters relevant to child care and early childhood education.
• Works in partnership with CEO to create and implement an effective
external communications plan to build upon the agency’s reputation as a
community leader and to promote its mission.
• Identifies and cultivates key relationships and works collaboratively
with others to promote improved outcomes for young children and their
families.
• Represents CCR in the early learning community on program-related
issues with community partners, funders or within the CCR&R network in
Washington State
• Create opportunities to forge strategic partnerships with other
providers, funders, and agencies through identifying service gaps and
designing effective, viable solutions to the communities.
Program Leadership
• Provide leadership to the organization that ensures all of CCR’s work
is integrated and collaborative toward meeting our mission and outcomes
across all program areas.
• Leads and manages program managers/directors in planning, budgeting,
establishing goals and outcomes for all CCR programs.
• Responsible for strategy on new program design and development.
• Ensure compliance with all program grant compliance requirements with
key funders and partners. Manage continual dialogue and effective
reporting with external agencies.
Operational Leadership
• Convenes cross-agency work teams to address operational effectiveness.
• Assists the CEO in staffing Board committees, as needed. Attends CCR
board meetings as program leader.
• Analyzes data and opportunities, and acts as a “thought partner” to
the CEO, in developing new initiatives for the organization, as well as
strengthening current initiatives.
• Assists in establishing and engaging staff to provide additional
clarity around CCR’s role in the early learning community.
• Ensures the agency has appropriate technology to support program
development that leads to successful outcomes.
• Builds effective recruiting processes and programs that ensure that
CCR hires and retains the most qualified candidates for each role.
• Works in partnership with Chief Administrative Officer to ensure staff
have appropriate technology to support their program needs.
Knowledge, Skills and Experiences:
The ideal candidate possesses
• Master’s degree (MPA, MSW, MEd) or related field. Bachelor’s degree at
minimum.
• Ten to 15 years of experience in the delivery of services in the field
of human services, with a preference for early learning.
• At least five years experience in a senior management or leadership
role with direct responsibility for program outcomes. Demonstrated
ability to provide vision, staff supervision, cross-team engagement of
teams, and budget oversight.

POSITION: Provider Services Coordinator/Project Manager
POSITION PURPOSE: The Provider Services Coordinator is responsible
for the ongoing operations of the Provider Services department;
providing the key link between the agency and the local community on
early learning/child care issues as they relate to the provider
perspective and their need for technical assistance and training. The
Coordinator is responsible for supervising a team of staff who develop
and provide services to the early learning community. She or he also
coordinates service delivery and goal setting with the Director of
Provider Services to insure continuity. She or he holds shared
responsibility for the promotion of quality child care in the community,
and marketing services for providers.
NATURE AND SCOPE: The Provider Services Coordinator is a member of
the agency supervisor team and reports to the CEO. He or she is
accountable, along with other members of the Provider Services team for
promoting quality child care. The Provider Services Coordinator provides
overall vision for the department and facilitates the development of
goals and objectives and insures the development of work plans to meet
them. He or she is responsible to hire, train, monitor and evaluate
staff that carries out these services insuring parent service staff’s
involvement and feedback.
The Provider Services Coordinator develops and monitors her or his
program budget and monitors the specific contracts that pertain to their
areas of responsibility, including coordinating billing with the Finance
team. The Provider Services Coordinator meets regularly with local
funders (including the Department of Early Learning, local governments,
United Way, private foundations, etc.) to insure ongoing satisfaction
with agency services and early intervention when dissatisfaction occurs.
She/he prepares and/or assists with the development of applications for
new and existing funding.
The Provider Services Coordinator insures that the agency is represented
with local organizations, entities, and groups concerned with early
learning, and child and family issues. The Provider Services Coordinator
insures that technical assistance and consultation on issues is provided
to the community as needed.
The Provider Services Coordinator works cooperatively with the provider
services leadership team to insure maintenance of ongoing day to day
operations.
The Provider Services Coordinator is responsible for involving staff in
the planning and conducting of advocacy activities to educate the local
community on issues facing child care providers
The Provider Services Coordinator insures all programs and services that
are developed are culturally relevant and inclusive of the communities
that we serve.
POSITION REQUIREMENTS: MA degree in early childhood education, child
development, public administration or social service field and 4 years
related job related experience; BA degree and 6 years job experience or
10 years equivalent work experience At least 2 years of the required
work experience should be in management and administration, preferable
in a team based environment. In-depth knowledge of early childhood
development issues, child care administration and the needs of parents,
children, providers and business are required. Strong computer skills;
knowledge of budgets, excellent speaking writing, training and
presentation skills are also required. Reliable transportation for
county wide driving a must. A commitment to undoing institutional
racism, diversity, cultural relevancy and inclusion required.

Starting Salary $40,000-$50,000 per year range, with full benefits

Early Learning Consultant Request for Qualifications
Child Care Resources is seeking individuals to provide consultation for
child care programs in King County. Consultation may include the
following: onsite coaching, mentoring for accreditation, technical
assistance, and training. Please see our
Project Profiles
for details
regarding the scope of work.
Early Learning Consultants are independent
contractors to CCR, not employees.
Minimum educational qualifications for our general pool of
consultant/mentors include:
• CDA or two year degree in ECE. Exceptions to this may be granted based
on a candidate’s experience and background, and commitment towards
pursing a certificate or degree in ECE.
• Course work and/or formal training in culturally appropriate anti-bias
practice and theory and continued commitment to this work. Exceptions
may be granted based on a candidate’s experience and background and a
demonstrated commitment towards continued professional development in
this area.
Minimum professional experience includes:
• 5 years of work with young children in a group setting,
• experience supporting adult learners, and
• experience working in diverse early childhood settings.
Additional qualifications include:
• The ability to travel in King County.
• Access to and comfort with technology, including computers and the
Internet
Additional education and experience may be required for contractors
working with specific projects (see below).

Contractors work in partnership with child care center teachers and
administrators and/or family child care providers to model and support
best practices in early childhood education and management, and support
professional development goals. Contractors are supervised by a
designated CCR staff member.
General Responsibilities: these are the minimum accepted standards
• Conduct program assessment to identify program strengths and areas for
improvement
• Work with directors, teachers and/or family child care providers to
develop program improvement plan.
• Provide assistance and support to implement the program improvement
plan.
• Evaluate progress and effectiveness of program improvements
• Model professionalism and best practices at all times
• Participate in regular CCR contractor meetings
• Participate in contractor training and other professional development
activities required by CCR
• Submit completed documentation, including timesheets, progress
reports, and assessments in a timely manner
Additional Minimum Qualifications for SEEC (Seattle Early Education
Collaborative) Coaches
• M.A. in Early Childhood Education or related field (equivalent degrees
from other countries accepted). Exceptions to this may be granted based
on a candidate’s experience and background.
• 2 years of experience teaching and or coaching adult learners
• 3 years of experience working in diverse communities, supporting the
bicultural socialization process of children and adults
• Experience and/or training in the use of Creative Curriculum 4th
Edition or High Scope
• Experience and/or training with ECEAP (Early Childhood Education and
Assistance Program) standards
• Experience and/or training with DECA (Devereux Early Childhood
Assessment)
• Experience and/or knowledge of Head Start Standards
Additional Minimum Qualifications for NAEYC Accreditation Mentors
• 3 years experience as a child care program administrator that includes
leading a program through the NAEYC accreditation process
• B.A. in Early Childhood Education or related field (equivalent degrees
from other countries accepted) including a minimum of 9 credit hours in
leadership, management, or administration.
• Time and commitment to work with a program throughout the
accreditation process (6 – 24 months).
Additional Minimum Qualifications for White Center Early Learning
Coaches
• Comprehensive understanding of quality standards and best practices in
the field of early education, including knowledge of ERS, PAS/BAS, DECA,
curriculum implementation and child assessments;
• Awareness of Quality Rating and Improvement Systems
• Familiarity with the White Center Early Childhood Community
Additional Minimum Qualifications for Seattle Early Reading First
Coaches
• 3 years of experience working in diverse communities, supporting the
literacy development and bicultural socialization process of children
and adults
• Experience and/or training working with early childhood literacy
curricula, such as the OWL curriculum and Creative Curriculum Literacy
curriculum
• Ability to successfully pass Federal Monitor vetting process
